　　China's first overseas logistical base began operations on Tuesday, the same day as the 90th birthday of the Chinese People's Liberation Army.

　　8月1日，中國人民解放軍迎來90華誕之際，我國首個海外保障基地開始投入使用。

　　?中國人民解放軍駐吉布提保障基地部隊進駐營區儀式8月1日在基地營區舉行，中國海軍副司令員田中和吉布提國防部長巴赫敦等300余人參加了儀式。這標志著我國首個海外保障基地(overseas logistics base)建成和投入使用，將更好地履行起在亞丁灣、索馬里海域(the Gulf of Aden and waters off Somalia)護航(escort)以及開展人道主義救援(humanitarian relief)等國際義務。

　　?儀式于當地時間上午8時開始，伴隨著雄壯的中華人民共和國國歌(national anthem)，鮮艷的國旗冉冉升起，高高飄揚在駐吉布提保障基地營區上空，參加儀式的官兵代表和中外嘉賓向國旗莊嚴敬禮。升旗儀式(flag-raising ceremony)后，舉行了閱兵式(military parade)，乘海軍艦艇剛剛抵達吉布提的基地部分官兵組成4個人員方隊和1個裝備方隊(equipment formation)，同吉布提三軍儀仗隊(Djibouti's Three Services Honor Guard)一道，在營區廣場整齊列隊，接受檢閱。

　　?中國人民解放軍駐吉布提保障基地于今年7月11日成立，位于吉布提共和國首都吉布提市，是我國唯一一個海外永久保障基地(China's only permanent overseas logistical base)。據《解放軍報》報道，該基地能容納近萬人，但官方尚未公布駐守基地的人員數量(the number of personnel to be stationed at the base)。吉布提位于歐洲、亞洲和非洲的交界處(juncture of Europe, Asia and Africa)，又是海上航路的咽喉要道，戰略位置(strategic location)極其重要。美國、法國和日本均在吉布提建立了基地，沙特阿拉伯即將就在吉布提境內建立基地與當地政府敲定協議。

　　A regulation on Sanjiangyuan National Park, the first of China's national park system, took effect on Tuesday, aimed at better protecting the headwaters of three rivers.

　　《三江源國家公園條例》8月1日起實施，以更好地保護三江源頭。三江源國家公園是我國國家公園體制下的首個國家公園。

　　?中國首份國家公園(national park)條例《三江源國家公園條例(試行)》本月起正式施行。該條例分總則(general provisions)、管理體制、規劃建設(planning and construction)、資源保護(resources conservation)、利用管理、社會參與(public involvement)等八章內容，對三江源國家公園保護、建設、管理活動和法律責任等作了明確規定。

　　?《條例》規定，禁止在三江源國家公園內采礦(mining)、砍伐(logging)、狩獵(hunting)、捕撈(fishing)、開墾(reclaiming)、采集泥炭(collect peat)、揭取草皮；擅自采石、挖沙、取土、取水；禁止擅自采集國家和省級重點保護野生植物(wild plants)，引進和投放外來物種(introduce and release alien species)，撿拾野生動物尸骨、鳥卵等?！稐l例》還對未經三江源國家公園管理機構批準，擅自進入園區開展科研(scientific research)、設置張貼廣告(post adverts)、使用無人飛行器(unmanned aerial vehicle, drone)等行為制定了相應處罰措施。

　　?三江源地區地處青藏高原腹地(hinterland of the Qinghai-Tibet Plateau)，是長江、黃河、瀾滄江的發源地(home to the headwaters of the Yangtze, Yellow and Lancang rivers)，是我國淡水資源(freshwater resources)的重要補給地，也是高原生物多樣性(biodiversity)最集中的地區。去年6月，我國首個國家公園體制試點(first pilot project of national park system)在這一區域啟動，園區面積為12.31萬平方公里，占三江源面積的31.16%。

　　More homes with joint property rights between the government and occupiers will come on the market in Beijing to bring down prices and meet the needs of local people without a home, the municipal government said Thursday.

　　北京市政府3日宣布，將向市場推出更多政府與居住者共有產權住房，以降低房價，滿足北京無房人士的需要。

　　?北京市住房城鄉建設委會同市發展改革委、市財政局、市規劃國土委聯合起草的《北京市共有產權住房管理暫行辦法》提出，共有產權住房(home with joint property rights)由政府與購房人按份共有產權(be jointly owned by the government and their buyers in proportion)，政府將其持有的部分產權的"使用權(the right of use)"讓渡給首次購房人(first-time homebuyer)，進一步防止投機炒作(fend off speculation)，降低房屋出售價格，最大限度支持夾心層(sandwich class)首次購房需求。

　　?《辦法》指出：申購共有產權住房的人群及其家庭必須名下無房(have no homes under their names)；單身人士(single people)必須年滿30周歲；一個家庭只能申購一套共有產權住房；在某區生活和工作的家庭在申購位于本區的新房時較其他區的申購者享有優先權(have priority)。購買共有產權住房滿5年后，購房人可按市場價格轉讓所購房屋產權份額(sell their shares of the home based on market price)，但政府或政府指定的代理機構有回購的優先權(have a preemptive right to buy-back)。各區人民政府應根據共有產權住房需求等情況合理安排共有產權住房用地，其中，滿足在本區工作的非北京市戶籍家庭，即"新北京人(new Beijingers)"住房需求的房源應不少于30%。

　　Boss Zhipin, an online recruitment app, admitted "there is a big problem" with its review process following the death of a job applicant in Tianjin. Li Wenxing, who had applied for a position via Boss Zhipin, might have fallen victim to a fraudulent pyramid scheme disguised as an internet company, according to Chinese media reports.

　　?針對李文星遇害一事，BOSS直聘首席執行官趙鵬3日發布聲明稱，其審核機制(review system)的漏洞源于公司在2015年初制定的策略。根據該策略：如果招聘者只發布一個職位(advertise one position)，且公司名稱在國家企業信用數據庫(national enterprise credit data bank)可以找到、職位沒有明顯問題，可以先發布。如果沒有收到用戶舉報(no negative feedback was received from users)，就不強制審核。

　　?趙鵬稱，該策略是在當時用戶少的情況下，為方便招聘者在該平臺發布職位空缺(facilitate employers to publish job vacancies on the platform)而推出的，但"我們沒能及時更新這個策略(fail to update the policy in a timely fashion)，是我們的問題。教訓很慘痛(we've learned a painful lesson)"。趙鵬稱，公司管理團隊(management team)已經形成決策并且落實，把招聘者真實性審核放在首位(make the scrutiny of employers' authenticity a priority)。
